![]() Procedure for UTUIA district elections for district delegates and district alternate delegates to the 2011 UTUIA Grand Convention The number of delegates that each district will elect to the Grand Convention is listed on this website. The number of delegates for each district was determined by the number of policyowners in each district. Districts are entitled to elect one alternate delegate for each delegate elected. Nominations for district delegate must be filed with the district chairperson not later than February 14, 2011. The person making the nomination must be a district officer, UTUIA officer or UTUIA adult policyowner (age 18 or older) in the same district as the UTUIA policyowner (age 18 or older) nominated. Two adult (age 18 or older) UTUIA policyowners in the same district must sign the nominating petition for the nominee to be included on the ballot. A nominating petition may be printed from this website. The original nominating petitions are retained by the district secretary who forwards a copy of each nominating petition to the Director of Insurance for UTUIA, at its home office, by February 25, 2011. The Director of Insurance shall review the nominating petitions and verify the eligibility of the nominees. The Director of Insurance shall prepare ballots for all delegate nominees and mail the ballots directly to all UTUIA policyowners in the applicable districts in the month of April 2011. The ballots shall be prepared so as to provide a square opposite each candidate's name in which the voter can mark his or her preference, with the policyowner to mark boxes not exceeding the number of delegates to be elected in that particular district. Ballots must be returned no later than May 2, 2011, to be counted. The candidate receiving the largest number of votes cast shall be declared the elected delegate. The candidate receiving the second largest number of votes shall be the elected alternate delegate. Ties are determined by a random drawing. If the district is eligible to elect more than one delegate, then the candidates on the ballot shall be listed in descending order of total votes received by the Director of Insurance, from largest to smallest, and the number of delegates shall be selected by selecting the candidate with the largest number of votes from the list, then selecting the candidate with the next largest number of votes (next down on the list) until all delegate positions are filled. A similar process will be followed for alternate delegates, beginning with the name of the candidate immediately following the last candidate selected as a delegate. Ties are determined by a random drawing. Candidates may have observers present during the counting and tallying process, at their own expense.
